So the advice was always to train your first crew perk to 100% (e.g. repairs) and then switch it to BIA since that only works when everyone has 100%. But the tooltip shows the same as Repairs: “Average training level is taken into account. It comes to effect when trained to at least 1%”

Is this a new change? Should I be going BIA right away?
