Is there a way to make them work?

I have this problem, im grinding in low ranks (bronze now) and i try to make some tactics with ppl
For example, pack of medium tank we say that we do a rush at the beginning in 1 spot… then i do my rush and all the ppl stop when they see the first enemey

We lose cause the rush gone wrong, i see the stats of my teammates and they are bad players… Of course if i can see that im playing with not so able teammates i will not try to do even a simple tactics
Why can’t i know before if my teammate is 46% or 55%?
